We’re reviewing the Sector Development program in line with NSW Treasury requirements, in preparation for the next planning cycle, which commences in June 2020. The review is being conducted over two phases and is expected to be completed by early 2020.

Updates on the review and collaborative design process


Phase 1

An independent contractor undertook the initial phase of the review in 2018. This involved statewide consultations to assess the effectiveness of the program in meeting its objectives.

Phase 1 of the review found the program is of value to the human services sector. It identified ways we could improve the program to give a greater focus on the client voice and develop clear measures of the effectiveness of the intended outcomes.

The Phase 1 executive summary report includes the findings and recommendations.

Phase 2

We’re now working with key stakeholders to redesign the program based on what we’ve heard and learnt, ready for the next funding cycle from 2020 to 2023.

To do this, we’ve appointed an independent facilitator to undertake a series of collaborative design workshops between August and October 2019, to explore how we can:

  • maximise program outcomes and achieve the best value for government investment
  • develop a program with a stronger focus on client voice, including balancing policy advice and advocacy with building the capacity of the sector
  • improve program rigour while maintaining sufficient flexibility.

Phase 2 of the review is expected to be completed in early 2020 in preparation for the funding cycle that commences in July 2020.
