Homes NSW has a well established affordable housing delivery framework and can help Councils deliver affordable housing projects. It can help with:
- Contracts and contract management
- Performance monitoring and reporting
- Supporting tender processes for CHP selection
- Ability to register an interest on title where Councils gift land to CHPs
The Community and Affordable Housing Directorate within Homes NSW assists Councils with:
- End to end delivery processes in a partnership arrangement including tendering to CHPs, working out leveraging targets, appropriate contractual arrangements, and reporting on supply and tenant outcomes.
- Councils can use the existing State government CHP commissioning infrastructure so they do not need to create and staff their own.
- Councils are not Housing Agencies and do not have the capacity to undertake housing delivery related projects in a deployed environment.
- The Community and Affordable Housing Directorate has formalised relationships with Councils through a delivery agreement that sets out roles and responsibilities and expectations.
- The NSW Affordable Housing Ministerial Guidelines developed and maintained by Homes NSW provides operational guidance on how to manage government subsidised affordable housing in NSW. (e.g. income eligibility, rent setting etc). These are updated annually.
